Summary

On 7 November 2023, the European Commission adopted a new proposal on combined freight transport. It aims to improve the competitiveness of intermodal freight transport (referring to transportation of goods using two or more road transport modes). The revision proposes the use of road transport for first and last leg of the journey, and the use of rail, inland waterways or short sea shipping for the main leg of the journey.

The application of this proposal will therefore make freight transport more efficient and sustainable.

In addition, the revision sets a competitiveness target for Member States to reduce, by at least 10%, the average door-to-door cost of combined transport operations within 7 years. They will be responsible for implementing the necessary policies to achieve this cost reduction.
