Overview
HEILI programme is a part of the Finnish Research and Development Programme on ITS Infrastructures and Services (FITS).
The programme has three ways to promote projects:
- the programme promotes and initiates projects that involve different modes of transport and are essential to the objectives of the programme
- negotiations take place to encourage the most important existing and planned projects of the different transport sector organisations to join the programme
- open calls are organised to start new projects.
The passenger transport information programme (HEILI) aims at promoting co-operation in implementing passenger transport information services and public transport incident management. The programme will be functional during years 2001 to 2004.
The work in practice is done in the projects, which can be organised independently. The progress of the programme is followed and managed by the steering group. Co-operation between projects is carried out in project work group. A working committee monitors the programme and a co-ordinator takes care of everyday matters.
The Steering group is the highest decision making party in the programme. The group decides upon the goals for the programme and is responsible to reach the overall goals. The working committee prepares matters for steering group, runs the programme and monitor the work of the co-ordinator. The chairmen for both the Steering Group and the Working Committee are Ministry of Transport and Communications' representatives.
The programme co-ordinator follows the progress of projects according to goals of the programme, prepares additional projects and is takes care of carrying out the decisions made. The co-ordinator acts between projects and is responsible for co-operation between different projects.
Funding
The programme is funded by the organisations participating them. In addition, the Ministry of Transport and Communications can grant HEILI programme funding support to the projects. The funding of the HEILI programme is estimated to amount to 25 million euros during the four years. The pilot projects can also apply funding from the National Technology Agency (Tekes). Some of the projects have been granted European Community financial support in the field of Trans-European Networks - Transport.
