Overview
The task of the working group established by the Ministry of Transport and Communications is, among other things, to follow the realisation of measures proposed in the cycling policy programme (LM 20/93) and to make proposals for the development of cycling. To promote cycling, it is also necessary to study the condition of pedestrian and bicycle transport.
The objective of the work is to give information of pedestrian and bicycle transport, route planning and operation prerequisites for the designers on different planning levels. The project also finances the guide 'Cyclist's Finland'. The JALOIN programme encourages walking and cycling by means of research projects and practical participation, lobbying and communications.
The JALOIN programme aims at:
- directing the research resources of the near future towards research which promotes walking and cycling
- starting a continuing research tradition for walking and cycling
- integrating walking and cycling perspectives as equal into other transport research.
One goal of Finnish transport policy is intelligent and sustainable mobility. One important aspect on sustainability is social equality. The JALOIN programme is advancing these goals by promoting walking and cycling.
A co-ordination group of the programme directs the research funding for the stakeholders, prioritises and combines research projects, informs of research programmes and results, supports international exchange of information and networking as well as promotes the utilisation of research results. Different ministries and authorities in the transport and municipality sectors are members in the co-ordination group.
Also a group for wintertime walking promotion is established in the JALOIN programme.
