Objectives

This project aims at the development of a qualification process, which uses a reference measurement system to verify the measurement quality of satellite-based localisation services. The qualification process is to be designed as a service for professional users developing sophisticated Galileo applications in order to certify receivers. The further development of satellite-based localisation systems leads to improved features and new functions, so that they can be used for more and more challenging tasks.

Examples for safety relevant applications in road traffic are Advanced Driver Assistance Systems (ADAS) which shall finally be the base for automated driving manoeuvres. Their state-approved authorisation relies on the quantitative verification of the corresponding properties.

Satellite-based localisation systems have been developed based on parameters from the aerospace. The created specifications are hardly compatible with the terminologies developed for ground transportation, metrology, and reliability. Currently there are no approved methods to determine the corresponding parameters. Hence this project intends to establish a mobile and satellite-independent reference measurement system.

For the technical realisation, on the one hand metrological qualification procedures in accordance with standardised metrological definitions and methods are necessary. On the other a terminological construct covering localisation relevant terms is required. This will be developed in this project.

Using the reference measurement system, it will be possible to determine the defined metrological parameters in a typical application environment of ground transportation, independent from a certain environment. On the basis of the first work packages, the project will develop a standardisation document as a suggestion for technical committees and standardisation authorities like IEC and ISO.
