Overview

Background & Policy context

Cycling is an important mode of transportation in all cities in Finland. In order to promote cycling, all aspects related to cycling need to be considered. This means also the development of cycle parking arrangements besides constructing and maintaining bicycle paths. Obstacles for more frequent bicycle use are traditionally seen to be related to the road infrastructure, but poor or non-existent parking facilities can create also a severe obstacle for many potential cyclists, especially concerning work trips.

Objectives

To define the current state of bicycle parking arrangements in two pilot cities (Oulu and Kuopio), concerning: 

  • residential areas constructed during different decades;
  • leisure time destinations (libraries, sport halls, etc.);
  • working places;
  • shopping centres;
  • terminals.

To search for reasons for different solutions at destinations.
To define better planning procedures and definitions for better bicycle parking arrangements.

Methodology
  • Field trips;
  • Interviews of planners and authorities controlling construction;
  • Questionnaires for users and residents;
  • Literature research.

Results

Bad or non-existent cycle parking arrangements have a minor influence on bicycle use among active cyclists. The most dramatic influence seems to be on potential users, who appreciate fast and easy solutions on their trips. For this group, even a slight delay or obstacle can lead to a choice of another mode of transportation (normally car).

Rules and regulations set by cities have a major influence on the outcome of the cycle parking facilities. In many cases cycle parking facilities are implemented at the minimum required level, which is not enough in order to promote cycling. More detailed regulations are needed for planners and constructors.

Policy implications

Good cycle parking instructions are in national construction manuals. They need to become rules and regulations required by cities.
The city of Kuopio started renewing its construction regulations concerning cycle parking facilities as a result of this research. This procedure should also be followed by other cities.
