Background & policy context: 

ETISPLUS set out to build upon the strengths of the ETIS project (2005) and to address the lessons learnt.

Objectives: 

In principle, the objectives have not changed, but greater emphasis was required upon the frameworks, i.e. the knowledge management process and institutional arrangements, as a pre-condition for the successful implementation of the ETISPLUS knowledge base.

Methodology: 

The following works (innovations and extensions) were undertaken:

  • An important innovation was the use of intelligent transport systems to provide data feeds;
  • Another important innovation was the development of a business model in order to make the system self-supporting;
  • An important extension was the expansion of the geographical scope. This included the two latest Member States in more detail. Accession countries and neighbouring countries were divided into zones and the networks have been detailed;
  • The current situation of data collection in new Member States and neighbouring countries illustrates that available data is not comparable with data from older Member States. Efficient cost-effective methods were identified and applied to improve the quality of existing and new databases;
  • Another extension was the inclusion of more data on variables that influence transport and data relating to the effects (consequences) of transport. Links to private databases were tested;
  • The existing and new data was laid down in a data framework;
  • The base year of the present ETIS database is 2000. The years 2005 and 2008 were be added as new reference years;
  • The data on passenger and freight transport in the current ETIS database is restricted to interregional transport. These results do not correspond to those presented by EUROSTAT. By introducing data on intraregional transport the gap was closed;
  • Technical challenges with respect to the implementation strategy ;
  • The introduction of a specific data validation procedure. This can be regarded as an internal quality control procedure;
  • A strong focus on stakeholders participation and commitment.

Transport Policy Makers need good quality input data to support models, evaluation methodologies and indicator frameworks. Information needs to be integrated into a consistent data source, to prevent data interpretation problems arising from the heterogeneous methodologies associated with the available data sources.

The ETISPLUS project has led to the concept of a common transport policy database. It is an Information System, with an online interface. It provides a one-stop-portal for accessing the database and for finding projects and data related documentation.

European Transport Policy Makers now have a one-stop-portal for accessing data, finding projects and related documents. This provides them with good and consistent data for modelling, for evaluation of measurements, etc.
