Overview

Background & Policy context

The number of vehicles, the transport fleet, is increasing rapidly with regard to milage, the number of vehicles, and energy consumption. The FLEAT Project focuses on the reduction of energy consumption and CO2 emissions for this vehicle fleet. 

Objectives

The FLEAT Project had the following objectives:

  • To build a network that will deliver input to the knowledge building, contribute to the implementation of pilot actions and benefit from FLEAT findings.
  • To integrate the knowledge into a toolkit for fleet operators and a policy mix for different policy makers. 
  • To test the tools in practice for different types of fleets: public fleets of local administrations, public transport fleets and private company fleets. 
  • To assess the effectiveness of the tools in pilot actions to different types of fleets following a consistent approach and during a period that is sufficiently long to come with sound conclusions and reliable figures.
Methodology

The project was organized into the following six work packages (WP):

WP 1: Management activities.

WP 2: Networking activities.

WP 3: Development of knowledge of existing tools, instruments and transport efficiency.

WP 4: Testing of the integrated toolkit.

WP 5: Monitoring the different impacts of tools and other measures..

WP 6: Dissemination of knowledge.

Results

The project yielded the following results:

  • Different types of actions in the field for energy efficient fleet management were implemented: low carbon vehicles (green car policy, CNG-vans, electric vehicles, ...), driving behaviour (ecodriving training, long term monitoring & feedback schemes, ...), mobility management (improved logistics, commuting, …). In total more than 37 actions were implemented in the vehicle fleets of private companies, public institutions and public transport companies.
  • A total of 4.300 tons of CO2 was saved through the pilot actions, with the largest contribution from ecodriving actions. If all vehicles in the participating fleets were to be included in the action, more than 30.000 tons of CO2 would be saved annually.
  • Insight were gained in effectiveness of different measures in different circumstances (lease fleets, utility vehicles, buses) by means of a harmonised monitoring & assessment approach. Effectiveness of clean vehicles, ecodriving courses and mobility management was assessed.
  • Recommendations for policy makers on supporting programmes and learnings from pilot actions & networking were listed and are available at the FLEAT-website.
  • A report on the monitoring and evaluation of the paticipant fleets and a toolbox for fleet operators with info on possible measures was made.
