Overview
South-East region in Estonia and Vidzeme region in Latvia are strategically important regions for transport and logistics due to their geographical position in Baltic States using large and/or heavy motor vehicles. Two important transport corridors in the area are Pskov-Riga and Võru-Valga-Valmiera highways, which are actively used for haulage of goods in EU, West-East direction, and between South- Estonia and North-Latvia. The average traffic density in Pskov-Riga highway is 600 vehicles per day, in Võru-Valga-Valmiera highway 520 vehicles per day.
These two roads are connected by Ape-Mõniste cross-border road, which is actively used for transportation and haulage of goods from Võru and Põlva counties to Vidzeme region in Latvia, and vice versa. The average traffic density in that road is 250 vehicles per day, 20% of them are heavy trucks. Ape-Mõniste road is the most direct connection between Võru/Põlva counties and Vidzeme region. At the same time the poor condition of roads sets limits for usage, especially for heavy trucks. Today because of this many trucks and cars have to use another road which lengthens routes and increases costs for transportation.
The total length of the proposed reconstructed road is 16,118 km, out of those 8,926 km on the Estonian side and 7,192 on the Latvian side of the border, including road 68 Mõniste-Estonian/Latvian border, 2 stretches of road P19 from Riga-Pskov highway to the Estonian/Latvian border, 2 stretches of road P39 from Aluksne to Ape and 1 stretch of a municipal street in Ape town.
The road reconstruction project will improve the traffic safety in Ape-Mõniste and Aluksne-Ape roads for trucks, cars, bicycles and pedestrians. It also improves traffic conditions, especially for heavy trucks, which fosters cargo haulage in the West-East direction of EU and local cargo haulage between South-East Estonia and North-Latvia.
