Background & Policy context

This case study as a donation to the City of Zagreb prepared several Czech consulting firms.

The main aim of this study was to analyze the current organization of public passenger transport  and to assess the potential  for the application of new model on the example of the City of Zagreb and its gravitational environment that includes two neighboring counties.

One of the main recommendations and conclusions of the study was that the model of IPT is applicable, justified and recommended for implementation in the City of Zagreb and its surroundings.

It has been suggested also the continuation of the research and design IPT system  and adaptation of the existing system to the new organization IPT. Agreement on the integrated passenger transport between the City of Zagreb, Zagreb County and Krapina-Zagorje County (from 2012) created conditions for the joint launch of project implementation. It was defined later in contract for preparation of the phase I of IPT project, which included the creation of two initial subprojects: preliminary organization design of  IPT and preliminary design of the IPT tariff system.

Development of these projects on the basis of the results of the tender procedure was entrusted to  Austrian-German-Croatian consortium.

The tasks in 2016 and 2017 were defined as follows:

  1. phase - Analysis of the current situation and development of the transport model, in 2016 th and 2017,
  2. phase - Preparation and selection of transport solutions and the implementation of strategic environmental impact assessment 2017
