Overview

Background & Policy context

The Accident Remedial Measures Programme in Ireland started in 1994. Programme 1 covered the schemes carried out over the period 1994-1995 . The study is an evaluation of the effectiveness of these schemes.

Objectives

To evaluate the effectiveness of 128 accident remedial measures carried out over the period 1994-1995 in terms of accident reduction and cost effectiveness.

Methodology

The accident statistics before and after implementation of the schemes were studied and compared to find the total reduction in fatal and injury accidents achieved by the programme.

Economic evaluations were carried out using two methods:

  • 'Willingness to Pay' and
  • 'Average Cost per Injury Accident' to find the rate of return of the programme.
