Overview
The aim of this project is to develop a set of indicators, which allows – in the sense of monitoring – to ensure the periodically and methodologically comparable survey of the traffic and settlement development in urban agglomeration and with which – in the sense of controlling – the effect of the taken measures can be checked.

Results
Within the scope of this research, a monitoring and controlling system agglomeration traffic (MCS) was developed consisting of a total of 20 indicators. They cover the objectives in the field of traffic and settlement development as well as the (environmental) effects generated by traffic.
The MCS agglomeration traffic is embedded in a control circuit of monitoring, interpretation and evaluation of the data, evidence of effect as well as controlling, and definition of measures.
Within this control circuit, the MCS should serve as an important basis for Confederation, Cantons and agglomerations for systematic control on the effects of the agglomeration programmes traffic and settlement. If the indicators are also related to political objectives and supplemented by an analysis of effects, the system also enables controlling, i.e. “management“ of the agglomeration traffic through the early taking of purposeful objectives.
