Overview
This project is to provide the background data on attitudes towards the use of vehicles that provide independent mobility for disabled and older people, specifically class 2 and 3 invalid carriages.
The project aim is to recommend further research into number of measures for the use of Invalid Carriages on the Highway. Regulations provide technical requirements and place other restrictions on the use of manual and powered wheelchairs and powered scooters on the highway. The regulations governing the use of Class 2 and Class 3 invalid carriages were made in 1988 so need to be reviewed. The specific objectives are to improve Class 2 and Class 3, which are as follow:
- To find out the general legislation framework within similar vehicles used in selected European countries including the UK. This will need to take account of any EU legislation.
- To find out the legal technical specifications with which these vehicles need to comply in selected European countries including the UK. This will need to take account of any EU legislation.
- To determine opinion on the use of these vehicles on the highway in the UK from the full range of stakeholders, including users, police and road safety interests, professionals who advice on their use and other road and pavements users.
