Overview

Background & Policy context

The Transport Development Program of the Ministry of Transport and Communications of the Republic of Lithuania 2022-2030   (hereinafter referred to as the "Program"). The Program implements the provisions of Article 3(26) of the Law on Strategic Management of the Republic of Lithuania concerning the preparation of national development programmes in the specific field of state activity — transport and communications. The Program provides preconditions for the implementation of the strategic objectives set out in the National Progress Plan (hereinafter referred to as ‘NPP’) for 2021-2030: 5 strategic objective "Improving transport, energy and digital internal and external connectivity" , strategic task 5.3. "Improving transport connectivity within the country, with EU Member States and third countries, ensuring road safety" and strategic task 5.4  "Improving digital connectivity and increasing efficiency in the use of transport infrastructure and value generated by the sector", strategic objective 6 "Ensure good environmental quality and sustainable use of natural resources, protect biodiversity, mitigate Lithuania’s impact on climate change and increase resilience to its impacts" strategic task 6.1 "Increase the share of energy from renewable energy sources and alternative fuels in the transport sector, promote sustainable intermodal mobility and reduce environmental pollution caused by transport" and strategic objective 10 "Strengthen national security" strategic task 10.2 “Building and adapting transport infrastructure for international military mobility”. 

The program’s progress measures will contribute to the implementation of the horizontal principles of sustainable development, innovation (creativeness) and equal opportunities for all. 

Strategic Objectives

The Program has the following strategic tasks:
-To improve transport connectivity within the country, with EU Member States and third countries, ensure traffic safety.
-To improve digital connectivity and increase the efficiency of the use of communication infrastructure and the value created by the sector.
- To increase the share of energy from renewable energy resources and the use of alternative fuels in the transport sector, promote sustainable multi-modal mobility and reduce environmental pollution caused by transport.
-To create and adapt the transport infrastructure necessary for international military mobility

Programme organisation

The implementation of the Program is managed and ensured by the Ministry of Transport and Communications.Participants in the implementation of the Programme include the Ministry of Transport and Communications and companies, institutions and enterprises within its regulation area. Municipalities will also be involved in the implementation of the Program.
