Overview

Objectives

The objective of the project is to improve the social and economic cohesion in the functional area (comprising Bydgoszcz and Toruń, and Bydgoszcz and Toruń Counties), by creating mechanisms of effective cooperation between local authorities, representatives of the civil society and non-governmental organisations, in order to make joint decisions regarding the sustainable development of transport systems.

Methodology

Task 1 Development of the “Study of sustainable development...”

This task includes work related to the preparation of a relevant document which is the object and the product of the Project, i.e. the “Study of sustainable development of transport systems in Bydgoszcz and Toruń Counties, with particular focus on the cities of Bydgoszcz and Toruń.” Development of a comprehensive strategic document containing a diagnosis of the current status, and the directions and scenarios for the development of transport systems in Bydgoszcz and Toruń Counties in connection with Bydgoszcz and Toruń, with a possibility for extension to other communes adjacent to these Counties, is crucial for the creation of a joint model of transport policy in the functional area.

Task 2 Development of documentation for tasks resulting from the study

This task is a logical result of the “Study of sustainable development of the transport systems in Bydgoszcz and Toruń Counties, with particular focus on the cities of Bydgoszcz and Toruń,” and is a transition from the concept phase to the implementation phase of the sustainable development of the transport systems within the limits of the functional area. The measure also includes the preparation of design documentation for the undertakings earmarked in the Study as important for the sustainable development of the transport system in the functional area. 

Task 3 Information and Promotion

The main objective of the task related to the promotion of the project, is to provide the target groups with information on the subject of the project, reasons for the project, funding of the project, benefits of the Project, and to promote the idea of sustainable transport, environmental protection, and inter-authority and inter-sector cooperation to integrate the region. 

Task 4 Management

The project management will include all activities related to the planning, development of schedules, and control of the measures specified for the project.

Results

As a result of the project, four local authorities  have a document consulted with the society, which  determines, for the neighbouring communes and counties, the crucial integrated investments in the transport sector, over the entire area covered by the project. A plan for long-term cooperation has also been developed.

The basic issue identified with respect to the project is the low utilisation of the social and economic potential of the functional area, due to the low effectiveness of the transport and communication system, and the lack of mechanisms of effective cooperation between local authorities, representatives of the civil society and non-governmental organisations.

In order to stop the intensive increase in the traffic of privately-owned vehicles, it is necessary to take comprehensive measures, not only in cities, but also in areas outside city limits, to improve the attractiveness of public transport systems as an alternative to the uncontrolled growth of the traffic of privately-owned vehicles. The above issues require the adoption of comprehensive measures under the partnership of local authorities.

Task 5 Development of the institutional structure of the Partnership

The purpose of the development of the institutional structure of the Partnership is to strengthen the Partnership and improve communication. The Project Feasibility Analysis contains an Institutional Structure Development Plan, according to which the Partners agree to take measures which will allow to improve the functional area in different fields, and which will help to make it more attractive.
