Overview

Background & policy context:

There are increasing complaints about the condition and the financial situation of the transport infrastructure in Germany. There are calls for a higher financing by users, combined with a general increase of financial resources. Often, inefficiencies in the organization of the current system (planning, construction and operation, or the prioritization of projects) are not considered sufficiently. In the complex discussions in the context of competing funds allocation in infrastructure financing, there is a lack of consensual basis for the design of sustainable mobility.

Objectives:

To facilitate a more neutral and concrete debate, the current economic conditions for the various modes of transport are about to be analysed in detail within the research project. It is the aim to achieve a comparable assessment of the various modes of transport thanks to reliable data and reasonable criteria. Therefore, it is important to use understandable and suitable methodology.

It is the objective to derive recommendations for an economic design of an environmental-friendly passenger and freight transport.

Methodology:

The complexity of infrastructure financing implies that there might be frictions on various levels and fields of action. This causes difficulties to obtain an optimal allocation of the financial resources. Therefore it is the aim to identify these frictions and to formulate recommendation how to develop financing instruments to achieve an optimum result.
