Various factors and constraints hinder the implementation and realisation of restructuring measures at transportation facilities.

Demonstration of the relevant relationships and the definition of a process and transport-drive optimise approach.

  • Problem analysis, identification and evaluation of influencing factors.
  • Process and process-oriented guide.
Methodology

Problem analysis, identification and evaluation of the factors in the order-setting of environmental regulations for the operation of transport facilities. The basis for this is the determination of the enforcement state in Switzerland, the analysis of the agreed reference-based examples of assessment matrix to be determined, the analysis of decision-making structures and processes.

Results

Two types of measures were distinguished:

  • measures which aim to reduce resistance to enforcement: optimisation of procedures, more flexible implementation of measures, adequate staff capacities, legal framework conditions.
  • measures which aim to accelerate:financial incentives with increased subsidies, public information, political opinion-forming, legislation and framework conditions for extension of deadlines.
