Overview
The project is related to UG368, already being carried out by Halcrow, which relates to the powers for authorities to charge utilities that overstay their works beyond agreed deadlines.
This project will gather data from those authorities operating pilot schemes, to enable effectiveness of Lane Rental powers. It will measure whether disruption to road users is decreased. It will investigate the costs that the introduction of the powers cause on utility companies and their customers using data from the pilot areas and based on that it will estimate the likely effects of extending these powers to the rest of England.
The project will rely on data from authorities in the pilot areas. The research contractor will also have to devise a system for gathering relevant data to meet the project's needs, eg on disruption and congestion caused by the scheme, and to test whether there has been displacement of problem works into areas adjoining the pilot areas.
