Project A: plan for collecting and analysing the data efficient freight

The statistical data bases in the freight transport compared to passenger transport is rudimentary and does not allow any differentiated analyses. In particular the existing survey instruments hardly produce data describing the diversity of logistics processes and chains adequately. It is also impossible to  detect the increasing international linkages and dependencies in transport chains with the existing data. A statistical review of freight transport from various sectors in a manner which would link the transport volume with the industry development is needed. A fundamental renewal of the freight transport statistics is therefore a key requirement for transport policy decision-making and forecasting.

Project D: Regulation of goods traffic - impact on the transport industry

The  freight transport is carried out with different transport modes which are regulated very differently. The regulation of freight transport at various levels determines the cost and efficiency in inter- and intra-modal competition. Public debate on the regulation of freight transport is under strong ideological scrutiny. Scientifically based arguments and statements could significantly contribute to the objectification of the debate. Experiences from abroad should be used, analyses of the possible effects on the current liberalisation process and experience with related regulations should also be undertaken. The transferability of such systems could be assessed as well as the possible opportunities and risks.

Project B1: freight-intensive industries and goods traffic in Switzerland

Ensuring effective and efficient freight transport logistics is an important key factor for the international competitiveness of modern highly developed economies. The demand for logistics and freight traffic and the resulting traffic is influenced by the degree of essential parts of intensity of goods transport in specific key industries and their spatial distribution. The traditional transport statistics studied the specific characteristics of the Swiss freight transport very rarely. The focus of the project is on so-called "logistic platforms" that represent certain intermodal transport hubs and transhipment points in the geographical area such Airports, inland or sea ports, intermodal freight terminals, etc. Meani

 Project A: plan for collecting and analyzing the data efficient freight

 The project is intended to show what demands  has to meet a differentiated and updated transport statistics in terms of functional and spatial structure and different transport modes. There are included the continental transport chains from the production site in Switzerland (or border crossing with imported goods) to investigate to the final destination in Switzerland (or border crossing in exports). Next is examined what extent of the economic structure survays could be effectively  found in the traffic modeling application. A consultation with the bimodal freight model of Switzerland (VM DETEC / ARE) and with developments and requirements at European level is assumed as adequate costs. The collection of concrete data is not part of this project.

 Project D: Regulation of goods traffic - impact on the transport industry

 

The objective of this research is to structure  the regulatory instruments in all relevant transport modes. The effects of regulation instruments currently implemented in Switzerland in the freight market for each mode of transport should be assessed. Furthermore, the competitive changes that result from the opening of the freight market, particularly to observe and to outline their further trends. Based on this it is to show how the European transport market regulation affects Switzerland and what degrees of freedom  remains  for introduction of new regulatory instruments. The project is expected  to assess opportunities and risks for the earnings situation of the freight transport enterprises and contribute to sustainable security of the business location Switzerland.

 Project B1: freight-intensive industries and goods traffic in Switzerland

 In the first phase should be clarified whether the transit flows are to be only taken into account in the field of having a direct impact on the overall project results.

 Description of  cross-logistical process and transport chains of ramp (shippers) to ramp (discharger) of the identified key sectors; Strengths / weaknesses showed each chain and transport mode.

There will be proposed  survey instruments  producing data describing the diversity of logistics processes and chains adequately. Also the  statistical characteristic  of  freight transport  from various sectors in a manner which would link the transport volume with the industry development will be proposed and finally a fundamental renewal of the freight transport statistics will be proposed.

The arguments and statements  based on international experiences for supporting the debate about regulation of public transport will be proposed.
