Overview

Background & Policy context

The Swiss road account tries to determine the expenses coverage ratio of each of the categories of vehicles using the road network. Different studies concerning the reliability of the results obtained by the road account insisted on the necessity of revising periodically the values of the users cost's distribution keys, to adapt them to the traffic data evolution.


The research is needed to verify and to correct, if needed, the values concerning:

  • the percentages distribution of construction and maintenance costs that can be directly attributed to users' category
  • the percentages of the capacities costs that are linked or not to the use of the road
  • the proportional and exponential equivalence coefficients used for the distribution of costs linked to the vehicles weight


This revision also has to take into account the introduction of vehicles limited in 40 to even 44 to

Objectives

The main objective of the project is to update the proportional and exponential equivalence coefficients used for the costs distribution linked to the vehicles weight. To verify, to update (if needed) and to confirm percentages used for the capacity costs distribution and costs linked to the vehicles weight in the road account are further aims of this project.
